The Wagner Group and the Question of the Legal Attribution of the Acts of Private Actors to a State
"Le groupe Wagner et la question de l'attribution juridique des actes d'acteurs privés à un Etat"
Résumé
This article revisits the thorny question of the attribution of private acts to a State under international law in light of Wagner's alleged involvement in the conflict opposing the Russian Federation to Ukraine. Indeed, with more and more details surfacing regarding the extent of the relationship between the Wagner group and the Russian Federation, the connivance between the two actors never looked so obvious. Meanwhile, the Wagner group has been accused of multiple violation of international law. This articles demonstrates that current international law requirements might not allow for attributing the incriminated acts to the Russian Federation.
